demonstrate the town's function, status, influence towards the regional
development, and plan the constructive land's function layout,
transportation system, crucial infrastructure, and so on. Eventually
ensuring the final output meets those standards such as reasonable
planning, scientific location.

environment and resources live and develop together. With the sound
layout, improve the urban environmental comprehensive quality for
residents and seek a balanced unity for three social benefits which
included economy, society, and environment. Finally, to promote the
sustainable economical development with healthy condition through
achieving the aim of developing the sustainable economy which is
beneficial to environmental protection.
(3) Objective principal: Depending on scientific attitude to recognize the
strength and weakness for transforming the Qiaojia town, on the one
hand, we need to implement the planning according to high standard, on
the other hand we need to start from reality in this town, furthermore
consider how to seek a practical method involved in development
strategy, development index, and phase objective. The basic developing
rule is keeping the practicability and foreseeing.
(4) Flexible principle: Adapting the requirements of marketing economy
and urban motivation. By paying enough attention to continuity of
planning we not only consider the issues during constructive stage, but
also take each possibilities existed in long-term development into
